ID cards, certificates, or registration numbers are not sufficient to establish that an animal is an assistance animal. There are no requirements to “certify” or “register” an assistance animal and websites that sell those certificates or registrations are not recognized as legitimate by any state or federal agency.
In HUD’s experience, such documentation from the internet is not, by itself, sufficient to reliably establish that an individual has a non-observable disability or disability-related need for an assistance animal.” Pg 11.
Instead, individuals with non-observable disabilities need documentation from their licensed healthcare professional who is familiar with and has treated their disability. This professional must attest to the individual's disability-related need for an assistance animal. The documentation should come from a legitimate, ongoing patient-provider relationship and comply with HUD guidelines.
Certificates or registration numbers alone do not provide the necessary verification of a disability-related need.
